How to build a tender-winning sustainability response

In healthcare procurement, a compliant Carbon Reduction Plan only gets you past the pass/fail gate. The points are won on the scored net zero and social value section, and that comes down to evidence-backed answers

These six steps turn sustainability from a weak point into a differentiator.

  1. Establish an accurate emissions baseline

Start with Scope 1 and 2, then prioritise the Scope 3 categories most material to your operations. A baseline built on real activity data is far more defensible than one built on rough spend-based estimates.

  1. Move from spend-based to activity-based data

Spend-based figures tend to overestimate your footprint and give you nothing to act on. Activity data, tied to real units of consumption, is more accurate and lets you point to genuine reduction actions in your response.

  1. Specify your local and hyperlocal impact

Panels reward measurable outcomes. Where you can, translate what you do into hard numbers, for example the emissions saved by delivering a service digitally rather than in person. This includes impact at the local and hyperlocal level: the social value charter aims to deliver impact locally and hyperlocally, and providing free educational tools, such as the Furthr personal sustainability app, to patients helped Accurx score higher in key sections of the social value questionnaire.

  1. Stay ahead of minimum requirements

The NHS Net Zero roadmap already accounts for product or service-level emissions, requiring suppliers for a granular approach to emission in measurement as it relates to delivery of services and goods to the NHS. With contract-level carbon data to follow from 2028/29 as a mandatory requirement. NHS trusts are already scoring compliant suppliers more favourably, rewarding quality environmental work done early.

  1. Engage your supply chain early

Full Scope 3 reporting doesn't just depend on your own operations, it relies heavily on data from your suppliers, and collecting that data often takes much longer than planned. That's why the best approach is to reach out to your suppliers early and treat supplier engagement as an ongoing programme rather than a one-off task.

  1. Evidence your responses to score higher

Replace "we are committed to reducing our emissions" with baseline figures, interim targets, completed initiatives and the results they delivered. Using the right technical terminology and aligning to recognised standards carries real weight with panels, and it also pays to look beyond the minimum requirements.

The NHS Net Zero roadmap already accounts for product/service-level emissions, with account-level carbon data set to follow from 2028 and 2029, so NHS trusts are increasingly scoring compliant suppliers more favourably and rewarding quality environmental work done early.

  1. Keep bid-ready materials on hand

Rather than rebuilding your carbon response for every tender, maintain a response bank mapped to upcoming milestones, so your evidence is ready when a tender drops.

How Accurx put this into practice turning carbon management into a competitive advantage for NHS tendering

Healthtech supplier Accurx worked with Furthr to do exactly this. With a full value-chain measurement, a compliant PPN 006 Carbon Reduction Plan and a bespoke calculator modelling a 94% reduction in carbon per patient consultation, they had a verifiable answer to every environmental tender question.

Accurx now consistently scores 4 or 5 out of 5 on the sustainability and social value sections of NHS tenders, work that has contributed to multi-million-pound contract wins.

Make your next response a winning one

Furthr combines carbon management software with an embedded team of sustainability experts, so you build a robust Carbon Reduction Plan and the evidence-backed answers that score highly, without pulling your team off delivery.
